Budget 2002

The budget of Gmina Świdnik is a financial plan of incomings and outgoings for a current year. It is prepared by the City Board and approved by the City Council (after applying necessary corrections) as the budget resolution. It is the fundamental document which defines the directions of development and ways of carrying out the financial policy of Gmina as well as the sources of capital. The budget of the Municipal Gmina Świdnik for the year 2002 was approved by the City Council resolution on 10^th January 2002 under the number L/363/2002.

The planned income of the Municipal Gmina Świdnik in the year 2002 is PLN 42,935,250.Table No 1 and chart No 1 show the main financial sources.

In 2002 Gmina Świdnik plans to spend 49.580.250 zł. The structure of the expenditures is shown in chart No 2. One should pay attention to a considerable share (21.6%) of the property expenditures (PLN 10,693,000), which proves the pro-development character of the budget. The other expenditures (PLN 38,887,250) are of the current character for things such as education, upbringing, welfare and other shown in table No 2.

The property expenditures include both infrastructural and capital investment. Table No 3 and chart No 3 show sections into which Gmina Świdnik is going to invest its money.

The difference between the expenses and the income creates the budget deficit, which in 2002 is PLN 6,645,000. The deficit will be covered from a long-term credit and from the budget surplus from previous years. The amount of the deficit is justified by Gmina’s pro-investment policy that has been carried out for the last several years. The list of investments planned for 2002 is shown in the following extract from the budget of the Municipal Gmina Świdnik. It constitutes Appendix No 4 to the City Council resolution No L/363/2002 of 10^th January 2002.

The investment task described in point 13 „Developing Wojska Polskiego St. (from Lotników Polskich Ave. to Traugutta St.)” is going to be partly financed from the budget of Lublin Voivode with the subsidy of PLN 150,000 on the basis of the Voivodeship Contract.

The task described in point 24 „Building lighting for Kusocińskiego St. (from Racławicka St. to Prosta St.)” is an investment lying within the scope of government administration, which is going to be financed in full from the budget of the Lublin Voivode with the subsidy of PLN 120,000

The task will be realised after Voivode confirms the subsidy – when the state budget for the year 2002 has been approved.

- shares in the Communal Company „Pegimek” Ltd – PLN 250,000 (concerns building water supply systems)
target investment reserve – PLN 50,000

The Municipal Gmina Świdnik does its best to support and subsidise local initiative of various public organisations, associations which operate in Gmina. The following extract from the budget of the Municipal Gmina Świdnik constitutes Appendix No 9 to the City Council resolution No L/363/2002 of 10^th January 2002.
